NTSWANE VILLAGE COMMUNITY MEETING MINUTES — 2026 Opening • Opening Prayer • Greetings by Mr Molapo AGENDA ITEMS 1. Water Crisis • Residents must understand it is their collective responsibility to manage and protect the water supply. • Mr Malebe provided the history of the water situation dating back to 2020. • Ntswane Village has 8 boreholes — sufficient to supply the entire village. • It was discovered that certain individuals have been supplying water without the knowledge or authorisation of the office. Resolutions & Solutions: • A borehole service has been consulted to conduct water testing to confirm safety for human consumption. • Water testing is scheduled for between Wednesday and Thursday. • The office will push for every residential yard to have a direct water supply. 2. School Transport • Mr Malebe shared the background and history of the transport challenge facing learners. • The office has been pooling funds to assist with school transport costs. • An agreement was reached for the office to meet parents halfway on transport fees. • Challenge: A number of parents are currently not paying their share of the transport fees. 3. Roads • Road repairs are costly due to the extensive work required given the current condition of the roads. • A previous road project could not be completed due to insufficient funds. • The office has arranged a TLB to continue road construction. • Road works cannot proceed during rainy conditions. • The road project has been postponed to May due to ongoing rains. • The community will be informed if any issues arise during road construction. 4. Communication Platform • A community website has been created to keep Ntswane residents informed. • The office will regularly post updates and information on the website. • The website link will be shared via the community WhatsApp group. 5. Security • Mr Malebe highlighted challenges with criminals stripping stolen cars within Ntswane Village, damaging the community's reputation. • A dedicated patrol unit has been deployed to address this problem. 6. Political Party & Elections • The office has formulated a new political party which is in the process of being formalised. • The party will contest Ward 70 elections. • The party — RESIDENCE DEVELOPMENT — will be community-based and supported by Ntswane Village residents. • Mr Malebe appealed to residents not to support existing parties, citing their lack of genuine community interest. • Further party details will be communicated via the WhatsApp group. COMMUNITY QUESTIONS, SUGGESTIONS & CONCERNS Roads: • Residents suggested a connecting road be built to link Ntswane to the main road for easier entry and exit. • The road structure and planning should be properly mapped out and improved. • Road repairs requested specifically in Phase 2 of the village. Water: • Certain sections of the village have no water supply — urgent attention needed. • Residents requested that water supply be restored to how it was previously. • Suggestion: Waterboys to supply JoJo tanks to residents at a reasonable price. • Suggestion: A reservoir be considered as a long-term water supply solution. • There is a JoJo tank uphill that has been empty for 2 months. • Waterboys apologised for supplying residents without the office's knowledge and requested a formal go-ahead on how to proceed. Security: • Residents requested the patrol unit extend coverage to additional phases due to ongoing theft. • Residents requested whistles be provided to households as a safety measure. Stands & Land: • The situation of unoccupied stands should be resolved. • Vacant stands whose owners are unresponsive should be reassigned to willing residents. • Stand numbers should be formally issued to all residents. • New residential areas should be demarcated to accommodate more residents. Contributions & Finance: • Residents asked for clarity on who will be contributing the R50 monthly fee. • A request was made to appoint designated people per section to collect contributions. Transport: • Residents requested the office engage with a taxi association. • Ntswane residents should be prioritised in any transport arrangements. Public Facilities & Environment: • Public toilets are not being maintained by the community. • Illegal dumping in the village must be addressed. Office Structure: • There is only ONE office in Ntswane Village. • Residents suggested using an already established political party rather than forming a new one. OFFICIAL RESPONSES FROM THE OFFICE Roads: • The road-linking suggestion was already part of the office's plans but could not proceed due to high costs. • The method for road repair will be revised to find a more cost-effective approach. • Roads remain a top priority for the office. • The existing road structure cannot be changed as it follows a strategic plan. • The TLB will be used to address road complaints — residents are encouraged to submit specific complaints to the office. Water: • The office is open to external assistance with the water situation. • Water is a top priority — plans are in place to pump from existing boreholes. • Materials will be procured this coming week to address the water situation. • Water quality testing will be conducted this week before supply resumes. • Monthly contributions of R50 per resident will support the water and security budget. • The previous solar-powered system failed — the office will revert to a petrol-based solution funded by contributions. • The office will cover material costs this month; from next month, community contributions will fund operations. • JoJo tanks will be supplied to sections that currently have none. • Waterboys' operations will be formally inspected; the long-term goal is to supply water free of charge. • The reservoir suggestion will be considered — the office is open to ideas and advice. Security: • The village previously had 10 patrollers — the patrol unit will be reviewed. • Owners of unoccupied stands have been contacted; stands will be reassigned if owners do not respond. • New residents will be accommodated in areas where space is available. Transport: • The office acknowledges the difficult transport conditions faced by residents. • Mr Malebe provided clarity on the history of challenges faced with taxi associations. • PRS were invited to hear transport concerns firsthand and report back to their offices. Offices in Ntswane: • There is only ONE office in Ntswane Village. Dumping: • The office will address the dumping problem. CONCLUSION & ACTION POINTS • The digging group previously contracted will be called back to resume work on Tuesday. • The water crisis is being actively addressed with immediate effect. • The office engaged with the former Ward 70 representative, who noted he was selected by an outside group. • Mr Malebe appealed to the community not to support existing parties, citing their failure to serve community interests. • Mr Malebe requested community support for the new political party: RESIDENCE DEVELOPMENT. • Full details of the party will be communicated via the WhatsApp group.

We thank the leadership for their positive update about progress on developments . Please help us with a block toilet and a Jojo tank at C-section next to entrance opposite the hotel . we go to the bush at night and that's not dignified and when u have no car it is a difficult situation to fetch water far in other blocks . Many people get discouraged to stay at their stands because of those challenges . Please help help
